41 Games: Shadowrun Returns: Hong Kong
For my money, I think this is the best of Harebrained Schemes' isometric Shadowrun RPG series.
Dragonfall was a bit more tightly-plotted, and it nailed the 80s/90s Berliner self-image (something the city is still trying to hold on to, but slowly losing, I think.) But Dragonfall's difficulty spikes made it rough at places, and it didn't have characters to match Hong Kong's companions, which rival some of the best characters from classic Bioware offerings.
The branching here is also top-notch; every situation lets you approach it with a lot of flexibility. I made it through entire levels without firing a single shot and felt very clever because of it.
